How does verified by visa scheme work

This is exactly what is happening to me. I have purchased many things in many countries online. I am trying to purchase tickets at the Vatican Museum site which displays the verified by VISA logo and it will not go thru.

I called my card and they said they are not doing it and maybe it is the website. Surely there should be an easy way to do this. If the card I have is not in the program, how do I find one that is so I can apply for it??

You would probably have to talk to the fraud division of the banks, for people to know what Verified By Visa is, but we do not have a whole lot of experience with the consumer side of the program. If you happen to figure this out on your own, please let us know what solution you find so we can learn how to answer something like this in the future.

It is absolutely infuriating to be in a foreign country and have your banking accounts and credit cards held hostage by VBV. It is none of their damned business who I buy from, where and when.
